Flooding in WA: Skagit County's 40-year old flood maps and a dog kennel evacuation

Skagit County has been hit by multiple waves of catastrophic flooding over the past week.    Amid the devastation, there is a bright spot: A floodwall in Mount Vernon successfully held off the Skagit River as it rose to a record 37.7 feet.
