The war in Ukraine grows longer and bloodier. Military and civilian casualties mount by the hour as Russian forces press closer to the capital city of Kyiv. The United States has made clear it will not send troops to Eastern Europe at this time to battle the Russians. Nor will America or its allies declare a no-fly zone in Ukrainian airspace.But the West can take both short- and long-term steps to curtail Russian regional influence, and to diminish the Kremlin's supply of cash and resources.
