All that is required for cyber warfare is three tangible things: access, opportunity, and intent. And as for information warfare — that’s a battle for perception, belief, and narrative — those three are just as dangerous. Because when you control information, you control behavior. We saw it on 9/11 and the days/weeks/months/years after. We saw it during hurricanes Katrina and Helene. During the housing crisis, both of President Trumps terms as well as the four years he wasn’t in office. We saw it daily during the covid years and with the potato’s reign of terror.
