Frank Loy was Under Secretary of State for Global Affairs from 1998 to 2001. His portfolio included human rights, the promotion of democracy, refugee issues, international law enforcement and counter-narcotics, and the environment. He served as chief U.S. climate negotiator. He was a senior official in the State Department as Deputy Assistant Secretary for Economic Affairs, and Director of the Office of Refugee Affairs. He served in the Obama Campaign as a co-leader of the Energy and Environment team. Formerly, he was president of The German Marshall Fund of the U.S. He has been chair of numerous non-profit boards, including the Environmental Defense Fund, and Resources for the Future. And serves on the boards of The Nature Conservancy, EDF and a number of climate change-related organizations.“We have a number of problems, but two of them are war - we see that at the very moment - but the one that is relatively new, that we didn't have a word for it when I grew up, we certainly didn't understand when I grew up, is environmental consequences.
