Franklin PVP, Incursions, and PVE: How Does It All Fit?

Tonight took a fevered pitch as PVE players clashed with PVP players over the results of the latest run of incursions. What all players DID agree on wa that the event had problems. However, WHAT those problems were depended on the players perspective and chosen style of gameplay. Does incursions need a PVE element?
