Care homes across her area had vacancies, and trained carers were available, but Westminster's funding caps meant local authorities couldn't pay providers enough to offer competitive wages. HM Treasury and the Department of Health and Social Care treat care spending as a burden to be minimized rather than the route by which skilled workers reach vulnerable people. Hyndburn sits in deprivation decile 2, where this political choice hits hardest.
