As a result, some believers were fleeing for safety back into the “legal” religion they had come out of – Judaism. Written to those Jewish Christians considering abandoning their faith, the book of Hebrews makes the argument that Jesus Christ is superior to anyone or anything that they might turn back to, including angels, Moses, and the Old Testament priests and prophets.
