서경 세력은 광종 시대에도 여전히 최대 군벌로서 왕권을 위협하는 존재였다. 광종은 왕권을 강화하기 위해 쌍기 등 중국계 귀화인 관료를 등용해 정치판을 물갈이하려 했다. 광종은 여기서 그치지 않았다. 호족 세력을 약화시킬 더욱 충격적인 조치를 취했다.
