한국은 원자력을 군사용으로 사용하지 못하는 조약에 지배를 받고 있어서 군사용 핵잠수함을 건조하는데 제약이 따르지만, 민간용 연구 목적 핵 잠수함을 건조해 무장을 하지 않은 상태에서 각종 운영시험 평가를 진행을 한다면 시비를 걸수는 있으나 제지는 못할 것이고, 정치적 시비가 해결되면 무장을 하면 되는데, 정부가 정말 핵잠 건조 의지가 있다면 러시아처럼 민간탐사용 핵잠을 건조하는 것도 한 방법일 것 입니다.
