Hebrew Roots Are WRONG About Acts 15

Are non-Jews expected to become Torah-observant? Is this what the Jerusalem Council of Acts 15 teaches? Many Hebrew Roots and One Law teachers read the Jerusalem Council as a decision to give non-Jewish Jesus-followers a Torah "starter pack" and expect them to become more and more observant as they learn the Torah in the synagogue each Shabbat.
