The people are being outwardly religious but in their behavior and their character they are not expressing the character or the heart of the God of Israel. We are to keep the mishpat with a pure heart. Learn to do well; seek judgment (mishpat), relieve the oppressed, judge the fatherless, plead for the widow. Isaiah 1:17 Following the Torah is caring for the fatherless and the widow. Pure religion and undefiled before God and the Father is this, To visit the fatherless and widows in their affliction, and to keep himself unspotted from the world. James 1:27 Israel did not take care of the poor and the needy. They are waxen fat, they shine: yea, they overpass the deeds of the wicked: they judge not the cause, the cause of the fatherless, yet they prosper; and the right of the needy do they not judge. Shall I not visit for these things? says the LORD: shall not my soul be avenged on such a nation as this? Jeremiah 5: 28-29 In showing the character of God in how you treat others with checed (love/mercy), emet (truth) and tsedaqah (righteousness) you are bringing the kingdom of God in to this world.
