In Romans 2, Paul is comparing non Jews who are not physically circumcised but who follow the Torah in their heart showing that they have circumcised heart v/s a Jew who is physically circumcised but in his lifestyle is not following the Torah thus showing that he is uncircumcised in the heart. For not the hearers of the Torah are just before God, but the doers of the Torah shall be justified. For when the Gentiles, which have not the law, do by nature the things contained in the law, these, having not the law, are a law unto themselves: Which show the work of the Torah written in their hearts, their conscience also bearing witness, and their thoughts the mean while accusing or else excusing one another…Romans 2:13-15 Paul is making the argument that he is a Jew inwardly who is circumcised in heart and who follows the Torah in the spirit: For he is not a Jew, which is one outwardly; neither is that circumcision, which is outward in the flesh. But he is a Jew, which is one inwardly; and circumcision is that of the heart, in the spirit, and not in the letter; whose praise is not of men, but of God.
