Ideally, renters should not have to pay more than 30 percent of their annual income on rent. Unfortunately, that idea is not always a reality. To combat that, California Senator Kamala Harris is proposing the Rent Relief Act, which would provide low income families that are paying more than 30 percent of their income to rent a tax credit to offset those payments.
