We got some bills we need you to be aware of that are going to be discussed tomorrow at the House Ways and Means Committee in Columbia. 02:11 All right, now this has to do with what they're calling, I mean, they always, they always put a pretty bow on it, don't they, in Columbia? I mean, they could wrap up a 10-day-old rotten fish and put a pretty bow on it and try to tell you that it's a good thing. And that's basically what they're doing with the modernization of the South Carolina Department of Transportation. 02:41 Now if you just put that out there and you know what we're going to do? We're going to modernize the South Carolina Department of Transportation. Don't y'all like that? Don't y'all think it ought to be modernized? Well, yeah, sounds good. But what are they actually going to do? So there are two bills, S831 and H5071. 03:07 This would allow governments to absolutely blow past legal caps to tax your home for roads. Right now there's a limit that they can put a tax on your home for roads. Now just allow them to just go right by that. That would even be gone. It also local or authorizes 03:36 the doubling of local sales tax. Do you ever wonder why they only do that one penny tax or what they call the one penny tax? It's actually a 1 % tax. You ever wonder why they do that? Because that's all they can raise. That's all they're allowed to do. Well, these bills would actually allow them to double that. Huh, how about that? 2%. They could raise your local sales tax 2%. 04:07 They're also going to triple registration fees for electric and hybrid vehicles. And then listen to this. These bills are going to make it easier. 04:17 in what they're calling turnpike expansion, it will make it easier to add toll lanes and rack up new state debt through all of these turnpike bonds. 04:36 they're going into Charlotte, I believe it's on 77, I believe. They got a thing called the Lexus Lane, the Lexus Lane. So what they do is when you go in, let's say you go in, I don't know, 11 o'clock, not much traffic going in Charlotte, the tolls will be one dollar amount. But if you go in and you wanna get in this fast lane, at five o'clock, 05:05 all the tolls go way up, way, way up. And then you might think, well, Charlie, you know, that's okay. The government's doing that. They're raising money. I'm going wait a Hold on. What they've actually done is they have relinquished control. The state of North Carolina, who built this Lexus Lane, has actually given total control of that away to a company that is running it and managing it. 05:35 Now they're not responsible for the road itself. They're just responsible for what they call in the lane and taking the tolls. And guess what? You can't do anything about it. You can't go to your state legislature and say, I think the tolls are too high. No, you're going to have to take it up with that company. That's the company.
