Phase one involves full underground reconstruction around 38th Street and Chicago Avenue. A congressional report accuses senior Minnesota officials, including Gov. Tim Walz and Attorney General Keith Ellison, of ignoring clear warnings of widespread fraud in federally funded social programs as early as 2019 and retaliating against state employees who tried to raise concerns. Then the City of Minneapolis will spend nearly $1.4 million on a consultant to help improve relationships inside city hall.
