n January 2017 Canada’s oil-rich province of Alberta took the unprecedented step of instituting a carbon tax. Combined with a cap on greenhouse emissions from the Oil Sands, the bulk of the province’s economy is now party to one of the most encompassing efforts to date in North America to address global warming. Alberta’s senior diplomatic representative to the United States, Gitane De Silva, talks about the province’s climate goals and the process by which Albertan industry, environmentalists and government found common ground to get the tax passed. Gitane De Silva is Alberta’s Senior Representative to the United States. Prior to her current appointment, she served as Deputy Minister of Alberta International and Intergovernmental Relations.
