A federal jury in Virginia found that police officers violated the rights of Army Lieutenant Caron Nazario by assaulting and pepper spraying him during a traffic stop. Lieutenant Nazario, who is half African American and half Latino, acted peacefully and posed no threat to the police officers, who in turn pepper sprayed him. They pulled him over because he didn't have license plates on his car, but it was a new car and the State of Virginia doesn't provide license plates right away for new cars. And, he did, in fact, display his temporary license. After this incident, Virginia fired officer Joe Gutierez.
