Mexican officials tell Border Report they’re considering putting a boom in the Tijuana River Valley to catch trash and stop it from crossing into the United States. After days of heavy rain in Southern California, the smell in the border area is overwhelming and a gubernatorial hopeful who visited this week wants to declare it a state of emergency.
