Risk is contested ownership. If there is only one owner and there are no other claiments to the thing, there is no risk attached to it, and there are no liabilities. A liability is the recognition of a level of risk attached to an asset, due to someone who has a claim to the asset along with the primary owner. When risk exists opportunity declines, because the increase in risk increase the potential loss.
