How UK Biobank Was Built

 There are many forces in policymaking (and in our lives generally) that push us towards the short term. Many of the most important measurements in political life are on extremely tight timelines: election cycles, monthly unemployment reports, even the President's daily intelligence briefing. The pressure to get results — and to show results — on a tight turnaround is incredible.One of my questions on Statecraft for a while has been: How do you build a machine to get long-term results? Whether it's a new agency or a new initiative, how do you set up a structure to work toward a goal that's 10, or 20, or 50 years away? And how do you protect that structure from short-term political pressures?Today's interviewee is Sir Rory Collins. Sir Rory has spent a full 20 years building and leading one of the most important scientific resources in the world: the UK Biobank.The Biobank represents a fascinating case study in long-term thinking. It's a database of half a million British participants whose health is being tracked longitudinally for the next 30 years. The Biobank was established with the knowledge that the upfront work, and the spending required, would only really start to pay off 15 years later. When Sir Rory went in for the 10-year review with funders, they asked what had been achieved so far. He said, “Nothing.”But today, UK Biobank is paying massive dividends: It's democratized access to population-scale data for researchers worldwide, and it's already yielding amazing insights into the causes of and cures for disease.
