Wyoming opportunities for non-resident hunters seeking the Wyoming Big Five- moose, bighorn sheep, Rocky Mountain goat, bison and grizzly bear - have taken a huge hit. The governor has signed into law a bill that allocates tags between residents and non-residents on a 90/10 basis. The law does not affect elk and deer… yet.
