Ice Age was a definite step up in quality from Fallen Empires and a set I've grown to appreciate more over the years. Just ignore all of the underpowered spells with cumulative upkeeps, oppressive casting costs and paragraphs of nonsensical text. If you ignore all of those, it's actually pretty sick.
