If God is Sovereign and Desires That All Be Saved, Why Does He Not Do So?

Q: I have been taught the holiness, grace, and righteous wrath of the Lord my whole life. However I've begun to struggle deeply with the nature of God and His love. If God is sovereign and desires that all be saved, why does He not do so? Wouldn't that be the natural expression of His love? That not happening feels like a betrayal of what I've known His character to be. I know He can do whatever He desires, but I don't understand why He doesn't redeem all.
