IICSA 15/12/17 - Catholic Investigation - Kate Gallafent QC for Downside Abbey and School suggests safeguarding is all different now

So few people appreciate how undemanding the child protection framework is for these critically important Regulated Activities. Ms Gallafent suggests many more in the catholic church need to be consulted about mandatory reporting (the confessional issue) and other related safeguarding matters including the Bishops Conference of England and Wales. In fact many things need to be addressed by IICSA, but such is the timetable and cut price mindset of the inquiry, that one hears continuing concern being expressed by senior lawyers in the hearing.  Who is in charge of the clattering train?
