The CHIPS and Science Act was among the most ambitious pieces of industrial policy legislation in decades, allocating tens of billions of dollars towards building domestic capacity for semiconductor manufacturing and reducing reliance on foreign supply chains. While passing the bill was a monumental feat, implementing the policy is a whole separate challenge.
