The training capacity existed, qualified instructors were available, and hospitals desperately needed staff, but Westminster chose to treat public investment in nurse training as a cost to be minimised rather than the foundation of a functioning health service. Imran's story reveals how Treasury spending limits create artificial scarcity in healthcare workforce planning, leaving communities without the nurses they need.
