Despite clear demand for healthcare workers and his determination to fill that gap, Imran found his path blocked by HM Treasury's decision to constrain Health Education England's training budgets. The training capacity existed, qualified instructors were available, and hospitals desperately needed staff, but Westminster chose to treat public investment in nurse training as a cost to be minimised rather than the foundation of a functioning health service. Imran's story reveals how Treasury spending limits create artificial scarcity in healthcare workforce planning, leaving communities without the nurses they need.
