Individual Gun Ownership-Federalist no. 29

In this significant paper, Hamilton highlights the core principles and values behind the second amendment.  Hamilton states that the militia will be comprised of the people at large and will overpower the national military in terms of size and will have similar military operations.  Hamilton cites that the militia can be called upon by the congress when needed, but the appointment of militia officers will be under the purview of the state government, thus giving loyalty of the militia to the state government.  This is to work as a safeguard to protect the states from the federal military.  Additionally, the congress will prescribe the training of the militia, but this will all be carried out by the state government.
