In Washington, President Reagan faced critics at home and among NATO allies, worried that disarmament might weaken Europe’s security. In Moscow, Gorbachev battled hardliners who saw any concession as surrender. Still, both leaders recognized the alternative: a Europe forever under nuclear threat.
