A farm boy named Torrin Vance survives a night raid on an NCR outpost by picking off a Legion flanking squad from a thousand yards out, and is conscripted into First Recon for it. Under the silent, hollowed-out sniper Petra Novak, he is trained to erase men without feeling their deaths, filling a chalk-scrawled quota board one name at a time. Sent alone to kill the Legion tactical genius commanding the push on Hoover Dam, Vance finally gets his target in his scope atop the cliffs above Cottonwood Cove, and watches him remove his helmet to reveal the face of Ruben Keats, the quartermaster who recruited him in the first place. The shot he cannot take unravels everything he was trained to believe, sending him from the wastes into New Vegas in search of the men who profit from keeping the war alive.
