Luis Torres, integrante de los equipos de Domingo Peppo, tras participar del encuentro de la juventud interpartidaria, se explayó sobre la necesidad de crear un Instituto de la Juventud pero no sin antes de generar un debate para delimitar los alcances, funciones, roles e interacción con las distintas áreas del estado: "Ese es el debate que queremos generar. Si hoy creamos un instituto sin dar el debate, en dos años estaremos con una ley obsoleta. ¿Cuáles son los problemas, cuáles son las demandas de la juventud, y cuáles son las posibles soluciones?". Asimismo se refirió a la idea de algunos sectores de la juventud de crear el Gabinete joven: "No sé si es necesario crear un gabinete joven porque en realidad tenemos muchas personas jóvenes que integran el gabinete del Cr. Jorge Capitanich, como Sebastián Agostini, Fabricio Bolatti, Muñoz Femenía, Juan Manuel Chapo, entre otros, que demostraron experiencia. Desde la juventud salen estos talentos".
