In this paper, Madison dismantles the objections regarding the census and the apportionment for representatives. As laid out originally the apportionment was 30k inhabitants per every representative. This would accumulate to 65 representatives and will be readjusted every 10 years based on the census. Dissenters characterize this number as too small Madison cites the continental congress, which held much less members and accountability to the people and they succeeded.
