The Parsha of Nedarim is one of the sources that even if one merely intends an Aveirah but does not carry it out in action, he is still in need of forgiveness from heaven. However, the Or HaChaim suggests, based on Yosef's words, that his brothers were completely absolved from even their harmful intentions against him, even in the heavenly court. How can that be?
