The case could rewrite the rules to prevent homeless encampments, something that has taken root in large cities across the United States, including San Francisco, Los Angeles, Chicago and New York. On Monday, the United States Supreme Court heard arguments in a case brought by homeless residents in Grant Pass, Oregon, a small town that stops people from sleeping in public with "bedding."
