Is It Food, an Herb, Supplement or Drug

In India, turmeric is consumed like we eat potatoes so that is a food, right? Now if I use a dry powder added to my food, is that an herb? If I put it into a capsule or make a tincture or extract, is that a supplement? And if I change the chemistry of it with a process or make a "health" claim, is it now a drug? We try to make sense of the whole mess.
