Is there a middle ground with Flock cameras?

Critics remains skeptical of Flock after its founder says measures have been put in place to make sure unauthorized agencies can't access its cameras. The network sparked controversy back in July, when an audit showed that outside agencies conducted hundreds of searches in San Francisco, even though state law prohibits it.
