Skilled engineers and construction workers are available right now, many unemployed. The materials exist. What's missing is Westminster's willingness to fund the infrastructure his community desperately needs. Instead, HM Treasury treats public investment like household budgeting, rationing spending that could transform lives. This is Jerome's story of how central government choices block entire sectors.
