Acting Chief Director of Emergency Management Services at the city of Johannesburg, Rapulana Monageng, has painted a dire picture of the state of Usindiso Building following a fire that claimed at least 77 lives.  Monageng is giving evidence before, the Judicial Commission of Inquiry, headed by Justice Sisi Khampepe, as it commenced its work today.
