Despite training providers having unfilled places and urgent local housing needs, HM Treasury's approach to infrastructure spending has left willing workers unable to access the training that exists. Jude's story reveals how Westminster treats construction investment as a deficit risk rather than recognizing it as the mechanism that puts skilled tradespeople to work building homes that already have planning permission.
