Kant's philosophy - International law & laws of war: The path to perpetual peace

Only one thing can guarantee perpetual peace: When the lawlessness between states is ended and internationally law which is binding for all is established and enforced by a federation of nations including all states. For such a federation possibly being established once, states should voluntarily follow a kind of international law and law of war even in the state of lawlessness: a law to conduct themselves in such a manner that an eventual joined entry into a federation of nations and a peaceful legal order remain possible.
