Kant's philosophy - The difference between ruling and governing

Important for Kant's thinking, though often overlooked, is his distinction between ruling and governing: of blind, arbitrary commanding of what is to happen and thoughtful guiding and conducting of how something happens. The governing to him is more important than the ruling.
