Kant's philosophy - What is cosmopolitanism? (And what is German?)

A person ought to be a citizen of the world: To not just care for the constrained interests of his self, his class, his nation, to not just judge out of the narrowness of his limited perspective. Rather a person should care for all human matters, take an interest in the whole world as a citizen of that world and always also consider what is best for the world out of a cosmopolitan attitude. The common best for humanity however is perpetual peace and therefore universal justice. The world citizen therefore welcomes the progress of republicanism and international law, even where he isn't directly affected. Indirectly he still is: for the universal best necessarily is also what's best for the individual.
