Kant's philosophy - Why there needs to be a state and when war is just

In the state of nature, that is without common laws, men live in constant at least potential war with one another. In this state the mere presence of another person already constitutes a threat, more than that of a wild animal could ever be. For that reason it is a duty to go from the state of nature into a civil state, that is to errect a common law through a contract which gives to each his own and guarantees it.
