Kaveh, 32, from Cheadle in the North West, wanted to train as a nurse to serve his local NHS. Despite the clear need for healthcare workers and his willingness to commit to years of study, he found himself blocked by a system that treats training investment as a cost rather than a solution. HM Treasury's spending limits on Health Education England meant that training places remained artificially scarce, even as hospital wards struggled with staffing shortages. The capacity to train existed, the people wanted to fill those places, but Westminster chose to cap the budget as though the government that issues the pound could run out of pounds.
