ABD’li psikolog Philip Zimbardo‘nun 1969 yılında gerçekleştirdiği bir deneyden yola çıkılarak oluşturulmuş bir teori olan kırık camlar teorisi, James Wilson ile George Kelling tarafından 1982 yılında makale olarak yayınlanmıştır. Teori başlangıç olarak şu şekilde açıklanabilir; düzen içerisindeki kamusal alanda ortaya çıkan bir sorun hemen düzeltilmelidir çünkü bu düzenin sürdürülememesi, daha ciddi suçların ve vandalizm kavramının ortaya çıkmasına sebep olur.
