The City of San Diego made changes to a lawsuit to stop La Jolla from becoming its own city, saying the Association for the City of La Jolla did not collect enough signatures to continue its efforts. People who live in a Middletown neighborhood protested to stop a proposed 14-story high rise from being built on Columbia street.
