La Constitución de 1876 permitió un bipartidismo pactado entre conservadores y liberales, quienes se alternaban en el poder de manera pacífica. Esta apariencia de orden democrático se sostenía sobre una corrupción electoral sistemática, caracterizada por el caciquismo y la manipulación de votos conocida como "pucherazo". Se presenta un régimen que logró una paz duradera al acabar con las guerras de Cuba y contra el carlismo, pero que marginó a gran parte de la sociedad y a los movimientos emergentes.
