老鼠们经常受到猫的袭击，于是开会商量躲避猫的办法。一只小老鼠说：“猫走的那么轻，一点也听不到它的声音。如果在它的脖子上挂个铃铛，我们一听到声音就可以逃走了。”大家都赞同它的建议。这时，一只年迈的老鼠站起来说：“这个办法很好，但有一个问题，那就是派谁去把铃铛挂在猫的脖子上呢？”老鼠们一听，没一个敢吱声了。
