這是我在美國加州舊金山灣區 UChannel TV 16.9電視台，美國西岸時間6/15/2021播出的「老章陪你看新聞」節目錄音（當天忘記上傳了真抱歉）。這集的節目主題是「戒嚴」容易，「解嚴」難。老章並不是要講真正的「戒嚴」，而是要藉此形容一個政府，為了因應非常時期特殊狀況，而擁有了超出平時法律賦予的額外權力之後，要能夠基於現實與專業考量，做出公平的決策，且適當地分享與釋出權力，並在適當時機主動解除特權，回歸體制有多困難；而台灣在因應新冠疫情的過程當中，就出現了這樣的情況…
