Where is the evidence that says adults in Regulated Activities do not need the protection of Mandatory Reporting? Discretionary reporting of known and suspected abuse for Regulated Activities in England and Wales is possibly the most absurd basis on which child protection is grounded anywhere in the world.  Government is mistakenly terrified of MR. Their advisers don't understand the subject because they are not involved in the design and delivery of safeguarding in Regulated Activities and the safeguarding framework is modelled on social work practice for familial settings.
