Leakers Leaking Leaks - in the Government

Following former FBI Director James Comey's testimony before the Senate Committee, what can we know for sure? First it was Edward Snowden, then Wikileaks, then various other leakers leaking leaks in recent months, including Comey who admitted under oath that he leaked government documents to the press.
